Overview

"Concepts of Financial Maturity of Timber and Other Assets" is a September 1957 monograph by Mason Gaffney, published as A.E. Information Series No. 62 of the Department of Agricultural Economics, North Carolina State College, Raleigh, NC, where Gaffney was then junior faculty in the Department of Economics.[1] [VERIFY: this page corrects a common characterization — the monograph is sometimes loosely described as Gaffney's "Duke dissertation-era" work; the document itself states no Duke affiliation, and Gaffney's actual PhD dissertation, "Land Speculation as an Obstacle to Ideal Allocation of Land" (UC Berkeley, 1956), is a separate work. The monograph's project: derive, from first marginalist principles, the correct rule for when to harvest an appreciating asset (timber, above all, but by extension any appreciating or depreciating capital). Gaffney shows this rule is identical to the Faustmann formula — a result published by German forester Martin Faustmann in 1849 but, per Gaffney's own later account, essentially unknown to economists until this monograph and the "flurry of interest" it triggered.[3]

The Core Problem: Two Elements of Urgency

Gaffney frames the question with an analogy: deciding when to harvest timber is like deciding when to adjourn a convention — there are two costs to prolonging the meeting, releasing the delegates and releasing the hotel space they occupy, and "the problem is to balance these costs, at the margin of decision, against the benefits of prolonging the meetings."[1] Applied to timber: the naive rule is to harvest when annual growth (Δg) falls to interest on the standing timber's value (gi) — but Gaffney argues this omits a second, land-specific cost: the annual value of the site itself, which is not an externally given number but must be found simultaneously with the harvest decision, since the best alternative use of forestland is ordinarily to harvest the present stand and start the next.[1] Solving for both site rent and financial maturity together, Gaffney shows, reproduces Faustmann's classical formula — and that every rival "concept of financial maturity" then current among economists and foresters (R.G.D. Allen and Irving Fisher's "maximum discounted yield"; Kenneth Boulding's "maximum internal rate of return"; the zero-interest Waldrente doctrines popular among foresters; the US Forest Service's own "culmination of mean annual increment" standard) fails because it omits one or the other element of urgency.[1] Applied to standard European larch yield data, the different criteria produce wildly different "optimal" rotations — from 33 years (Boulding) to over 100 (pure growth maximization) — for the same stand.[1]

Contribution to Rent Theory: The Site as Residual Claimant

Although the monograph never cites Henry George, its analytical core is a technical elaboration of Ricardian site-rent theory applied to time. Gaffney argues it is "generally advantageous to treat the site as the residual claimant on the product; not for any traditional or mystical reason but because it is harder to put an external value on the site than on other inputs" — a rent-theoretic move (site value as the undetermined residual, discovered only by solving the whole allocation problem) that Gaffney would make explicit fifty years later, in his 2008 American Journal of Economics and Sociology retrospective "Keeping Land in Capital Theory," as a direct link between Faustmann's formula and Henry George's land-rent theory: Faustmann's site-value measure, Gaffney there writes, "provid[es] a mathematical basis for George's later observations on the damage done by land speculation."[4][1]

How Taxes Affect Optimal Rotations

Chapter V works out the tax implications of the Faustmann framework in terms directly relevant to forest and resource tax design:

  • A general property tax on standing timber (an ad valorem levy on the growing stock) "tends obviously to hasten harvests," discourages regeneration, and pushes owners toward less capital-intensive land uses, because the owner minimizes the tax burden by keeping as little forest capital tied up as possible.[1]
  • A constant annual tax on site capacity (i.e., a pure site-rent/land-value tax, independent of the standing timber's value) "do[es] not affect optimum rotations in the least" — its effect on the incremental cost of time is exactly offset by an equal effect on site rent — while still pressuring inefficient holders to sell to operators who can impute a higher rent, since "taxes higher than site rents imputable by the most efficient users of land would eventually prove uncollectible and the lands revert for taxes."[1] This is Gaffney's earliest worked demonstration of the land-value-tax neutrality result the wiki documents elsewhere (see ATCOR) — stated here specifically for a time-allocation decision (harvest timing) rather than a static-allocation one.
  • Severance taxes — levies contingent on harvest, like royalties — "tend to lengthen rotations," the opposite effect of a standing-timber property tax.[1]
  • Income taxes have a "capricious" effect depending on the individual taxpayer's situation, but Gaffney notes that timber's federal capital-gains treatment (50% of gain non-taxable, a 25% maximum rate at the time) "doubtless tends to lengthen rotations" for high-bracket owners, since the tax preference "magnifies several times the low percentage gains of postmature timber."[1]
  • A forest's tax-paying capacity: Gaffney defines this precisely as "the amount of its maximum site rent" — a constant annual tax up to that ceiling is sustainable; above it, "eventually prove[s] uncollectible."[1]

Are US Timber Rotations Too Long?

Chapter V also applies the analysis to a live policy question. Gaffney assembles seven arguments that prevailing US forest rotations run uneconomically long — including the dominance of doctrines (the Forest Service's "culmination of mean annual increment," a zero-interest standard) that prescribe excessive rotations; the systematic gap between Faustmann-optimal rotations computed from standard yield tables and rotations actually practiced; landholders who hold timber for "ulterior" motives (mineral rights, water rights, speculative price appreciation, political control) rather than active timber management; and the federal capital-gains preference.[1] He weighs three counter-arguments (that local property taxes already push rotations too short; that expected price appreciation justifies longer holding; that faster harvest would "flood the market") and finds each weak — on price appreciation specifically, citing W.E. Hiley's finding that English sawn-wood prices rose only 0.5%/year in real terms over 1857-1937, too little to justify substantially longer rotations, and noting that 1907-era predictions of imminent "timber famine" were followed by a price collapse.[1] His summary diagnosis: "the most glaring diseconomy in forestry is the extreme contrast between credit-starved small holders who harvest young trees while they are still growing very rapidly, and large public and corporate holders who keep stagnant decaying virgin timber off the market" — an institutional-failure argument (asymmetric access to capital, not efficient allocation, determines who holds timber how long) rather than a purely technical one.[1]

Macroeconomic Implications

Gaffney closes by flagging, as the monograph's most important unexplored implication, the possibility that Faustmann's formula — if adopted broadly, outside forestry — would speed the turnover of the economy's whole capital stock, with macroeconomic effects on income and employment: "of all the things this study has had to neglect, the most important by far are the macroeconomic implications... Should economists find Faustmann's formula acceptable and devise public policies to prompt its practical application, this benefit would, from the standpoint of human welfare, probably outweigh all the other benefits."[1] He flags this as a direction for future research rather than developing it further here; it foreshadows Gaffney's later working papers connecting land-holding patterns to capital turnover, employment, and macroeconomic stagnation (see How Land Markets Misallocate Capital).

Standing and Reception — Why This Page Grades "Important"

Unlike most of Gaffney's other essays and working papers on this wiki, which are advocacy pieces written for a legislative, movement, or popular audience, this monograph is a work of mainstream, mathematically developed forest economics, and its academic standing is independently documented, not merely asserted by Gaffney or this wiki:

  • Citation record. Semantic Scholar records 81 citations for the monograph — a substantial count for a 1957 state-college agricultural-economics information series bulletin, not a journal article.[5]
  • Contemporary academic review. The monograph was reviewed in Forest Science (the flagship US forest-economics journal) by Robert O. McMahon and Donald F. Flora in 1963.[6]
  • Credited with reviving the Faustmann formula. Gaffney's own 2008 retrospective states plainly: "There was a flurry of interest in reviving Faustmann, ca. 1957-76... Jack Hirshleifer circulated it among the economic 'elite,' while many forest economists saw it as a useful tool. Samuelson endorsed it."[4] This is corroborated independently: D.H. Newman's 2002 historiographical review in the Journal of Forest Economics treats Gaffney (1957) as one of the field's foundational assessments of the optimal-rotation literature, in the same lineage as Samuelson (1976), Hyde (1980), and Reed (1986).[7]
  • Paul Samuelson's 1976 endorsement. Its relevance to this wiki is (a) the land-value-tax-neutrality result it derives independently for a dynamic, time-allocation problem, and (b) Gaffney's own later explicit linkage of the Faustmann site-rent logic to George's rent theory. Graded Important rather than Core: it is Gaffney's most externally, academically cited single work, but its direct contribution to the Georgist land-value-tax argument is a single neutrality result and a historical footnote to Faustmann, not a flagship statement of the rent-capture case the way The Corruption of Economics, Two Centuries of Economic Thought on Taxation of Land Rents, or The Hidden Taxable Capacity of Land are.
