"Soil Depletion and Land Rent" is a January 1965 paper by Mason Gaffney, published in the Natural Resources Journal (University of New Mexico School of Law), volume 4, issue 3, pages 537-557, while Gaffney was Chairman of the Department of Economics at the University of Wisconsin, Milwaukee.[1] Gaffney describes it as "an outgrowth of a larger study of the meaning and function of land rent" — a 1962 chapter, "Ground Rent and the Allocation of Land among Firms" — and explicitly scopes it as "not represented as more than a subspecialized monograph focused on its fragment of the wider topic."[1] The paper opens by noting a mid-century reversal in farmland economics: after decades of decline, US farm real-estate values had risen from $97 billion to $155 billion since 1953 (a 58% increase), the land share of farm real estate had risen to 74%, and the annual increment to farm land values alone equaled 30-40% of net farm operating income — evidence, Gaffney argues, that agricultural land rent was again a serious and topical subject, not a residual curiosity.[1]
The paper's central question: when farm soil fertility is being depleted (used up, not merely used), how much of the landholder's income is still properly "rent" — and how much is really depletion of capital, disguised as income? This is the same question the land-is-just-capital objection raises in its "Limits and Caveats" section — that depletable natural resources "genuinely are 'used up,' in tension with the 'permanent, non-depreciating' description" of land — and Gaffney's paper is a sophisticated, worked-out economic answer to exactly that tension, eight years before this wiki's other Gaffney forestry material and a decade before his major severance-tax writing.
Four Economic Categories of Soil Fertility
Gaffney rejects the binary "fund vs. flow" distinction economists had inherited as too coarse for soil, and proposes four categories, ranked by permanence:[1]
- The matrix — "the enduring matrix of the ground, with its location, subsoil and drainage, macro-relief, climate," plus nutrients so abundant relative to withdrawal as to be effectively inexhaustible. The matrix "maintains itself without human aid, and despite human neglect and abuse incident to farm operations" — it is humanly indestructible in ordinary use (though not against deliberate destruction like strip mining). All matrix income is rent.
- The conservable flow — soil elements it is possible but not economical to destroy: elements whose "emplaced value exceeds their liquidation value," so a rational owner conserves them. Virgin humus is Gaffney's example. Income from conservable-flow elements is rent, net of conservation costs.
- The revolving fund — nutrients (nitrogen, potassium, phosphorus, calcium) that leave the soil embodied in crops and are economically replaced from off-site — "best likened to an inventory." Income imputable to revolving funds is not rent — it is "the return to an improvement to the site, quite analogous to a return on the capital tied up in stores of silage."[1]
- The expendable surplus — finite fund resources not economical to renew (e.g., topsoil depth beyond root reach). Gaffney's key technical result: the correct depletion charge on an expendable surplus is not its current liquidation value, but the discounted value of the most remote future liquidation receipt — because withdrawing a unit this year sacrifices only the terminal (far-future) unit, not next year's, the way a squeeze of toothpaste "does not constitute a sacrifice of tomorrow night's supply."[1] Consequently, most of an expendable surplus's liquidation value is still properly rent, with only a small, heavily discounted depletion allowance subtracted.
The Central Finding: Depletion Rarely Displaces Much Rent
The paper's conclusion states the upshot plainly: "depletion of virgin fertility, or the possibility of it, does not ordinarily detract much from ground rent. Matrix income is all rent. So is conservable flow income, only net of conservation costs... Expendable surpluses yield liquidation values from which only a small depletion charge... is properly deductable, so that their liquidation yields are largely a species of rent income."[1] Only revolving-fund income — the genuinely capital-like, replenished-by-investment portion of soil income — is not rent at all. "Only when the economic exhaustion of a geologic fund is imminent does the depletion element loom larger than the income element," at which point Gaffney recommends "the gradual or partial replacement of ad valorem by severance taxes" as exhaustion approaches — a specific, early (1965) design principle anticipating his later severance-tax writing on California oil.[1][2]
Extension to oil and minerals. Gaffney explicitly flags, without developing, the implication of his depletion-allowance logic for extractive industries: "the extended implications of that simple conclusion in relation to mines and oil reserves should be exciting. If the conclusion is valid, oil depletion allowances as presently reckoned are even more of an outrage than we already know them to be for other reasons... Oil and mines are able to bear much higher taxes, both income and ad valorem, than is currently believed" — before explicitly declining to pursue the point further ("we are overstepping the bounds of this brief paper, and will close that toothpaste tube until a sequel").[1] This is a direct theoretical anticipation of the argument Gaffney would make in detail decades later in his California severance-tax essay: that generous depletion allowances understate the true rent extractive industries can bear.[2]
Conservation vs. Maintenance: Land Is Not Depreciating Capital
The paper's most direct bearing on the land-is-just-capital debate is Gaffney's extended contrast between soil conservation and building maintenance — two activities that superficially look alike (both involve spending to preserve an asset's value against decay) but that Gaffney argues are economically opposite in structure:
"Thus structures deteriorate with time, which nature uses to undermine the work of man; soils deteriorate with use, whereby man undermines the work of nature. Maintenance is man's struggle against time and nature; conservation is his struggle against use, and himself."[1]
Buildings decay simply by existing — "all structures, all human products, are something of an affront to the elements, which gnaw at them continually" — whereas virgin soil, being "already the product of long decomposition," has "reached the angle of repose" and will sustain itself in perpetuity unless actively used up; "time works toward conservation, since time lets Nature work to restore the status quo ante hominem."[1] Buildings also obsolesce — they compete with "an endless outpouring of more modern ones" — while soils, absent deliberate destruction, are "not generally subject to Schumpeter's 'gale of creative destruction.'"[1] Gaffney's practical test for whether soil income is genuinely rent: would the landholder still supply the resource, in the long run, if the full imputed rent were charged as an uncontingent periodic tax? For matrix and conservable-flow elements, yes — a rent-style tax "would, if anything, sharpen his incentives to adopt optimal conservation practices," because it does not decline as depletion occurs, so the owner's income falls faster if he liquidates than if he conserves.[1]
On Ricardo's "indestructible" soil. Gaffney directly defends Ricardo against the charge of naivety on this point: "Ricardo is often accused of fundamentalism in describing soil as 'indestructible.' He may be more the victim of a hasty turn of phrase than a true extremist" — the four-category taxonomy is offered as a rigorous cash-value replacement for Ricardo's loose shorthand, not a repudiation of it.[1] This bears directly on the land-is-just-capital objection's citation of Ricardo's "nonreproducible... fixed in supply" formulation: Gaffney's paper shows the formulation survives close economic scrutiny of the hardest case (exhaustible agricultural fertility) rather than merely asserting it does.
