William S. U'Ren
Oregon reformer (1859–1949) known as the 'father of the initiative and referendum' — he built the machinery of American direct democracy explicitly as a tool to pass a Georgist single tax, though the tax itself never passed.
Overview
William Simon U'Ren (January 10, 1859 – March 8, 1949) was an American lawyer and political reformer, born in Lancaster, Wisconsin, who settled in Oregon in 1889 and became known as the "Father of the Oregon System" — the initiative, referendum, and recall.[1][2] On his way to Oregon, U'Ren read Henry George's Progress and Poverty, and later, encountering James W. Sullivan's Direct Legislation by the Citizenship through the Initiative and Referendum (1892), concluded that direct democracy was the political tool needed to enact a single tax on land value over the resistance of Oregon's legislature.[1]
U'Ren and the Direct Legislation League won voter approval of an initiative-and-referendum constitutional amendment in 1902 (following legislative passage in 1899 and 1901), making Oregon the first U.S. state to adopt statewide direct legislation; he went on to campaign successfully for the recall (1908) and for direct election of U.S. senators.[1][2] The "Oregon System" was subsequently copied by many other states. U'Ren's own ultimate goal — a statewide single tax on land values — was put to Oregon voters multiple times via the initiative process he had built, and was defeated each time, a striking case of a reformer succeeding brilliantly at building the machinery of reform while failing at the substantive policy it was built to deliver.[1]
