The paper is technical and quantitative rather than policy-oriented: it is not about land value taxation, and it makes no argument about government revenue or public finance. Its relevance to Georgism is narrower and more specific than that of the Mirrlees Review — it is evidence about a mechanism (capitalization of productivity and amenities into land rents), not a policy proposal.
The Core Argument and Findings
Albouy builds an intercity spatial-equilibrium model in the Rosen-Roback tradition, extended to separate land rents from housing costs and to account for federal income taxes and a locally produced, non-traded "home good" sector (housing services), which earlier applications of the framework did not fully distinguish (Albouy 2016, pp. 477–478). Because land is treated as a distinct, home-good-producing input separate from labor and capital, the model can back out a city-specific land rent differential from observed wage and housing-cost differentials, rather than simply equating housing costs with land value as some prior studies did — a distinction the paper argues matters empirically (p. 478).
Key empirical results, using 2000 U.S. Census/IPUMS data for 276 metropolitan areas plus 49 non-metropolitan state residuals (325 "cities" in all) — a single cross-section, no later vintages:
- Productivity, not quality of life, explains most cross-city price variation. A variance decomposition finds that of the variation in log wages, housing costs, land rents, and total amenity value across metro areas, "trade productivity" (the productivity of city firms selling traded goods) accounts for a substantially larger share than "quality of life" does; the paper reports trade productivity as the dominant component of wage and housing-cost variation, while "quality-of-life does have a greater influence on land rents by a slight margin" — the latter phrase verified verbatim in the working-paper text.[1][2] (Variations in nominal wages are "driven almost entirely by trade-productivity," contradicting Roback's 1982 claim that wages vary more with quality of life.) The precise fractions-of-variance figures (for land rents: variance ≈1.056; trade-productivity share ≈0.356; quality-of-life share ≈0.282) are from the published REStat Table 3 and should be quoted from that version if used elsewhere.
- Land rents vary enormously across cities. The paper's central empirical city ranking (Table 1) shows San Francisco with the highest inferred land-rent differential and estimates that, at the extremes, "the highest-value metro area, San Francisco, has land on average 100 times more valuable per acre than the lowest-value land in McAllen, Texas" (p. 482).
- Population, education, and natural amenities jointly explain about 90% of variation. A parsimonious set of regressors — log metro population, share of population with a college degree, a residential land-use regulation index, heating/cooling degree days, annual sunshine, distance to coast, land slope, and latitude — yields coefficients of determination (R²) around 0.90 for trade productivity, land rents, and total amenity value (Table 4, p. 486; text p. 485).
- A doubling of city population raises the total value of local amenities by roughly 1.8% of income, of which about five-ninths is captured in local land values and the remainder in federal tax revenue (p. 485). This is one of the few places in the paper where the split between land-value capitalization and other channels (here, federal tax capture via the tax-externality term in the model) is made explicit and quantified.
- A 10-percentage-point increase in college-educated population share is associated with roughly a 5.8% increase in the total value of local amenities, of which "federal taxes expropriate one-tenth" (p. 485) — again illustrating the model's finding that gains from local productivity/amenity improvements are split between private capitalization (largely into land) and federal tax revenue, rather than being fully captured by land alone.
- The most "trade-productive" city is San Francisco, followed by other large or resort-adjacent metros (New York, Los Angeles, Boston, Chicago, Washington–Baltimore, Detroit, plus smaller Monterey, Santa Barbara, and Hartford); combining productivity and quality of life, San Francisco is also the highest total-value metro (Table 2, p. 484).
The paper's stated scope is explicitly cross-sectional and descriptive of equilibrium relationships, not causal: Albouy cautions that regressions using individual amenities "must be treated cautiously, as attributes may be endogenous" and that "[e]stimates should not be interpreted causally" (p. 484).
Relation to the Georgist Case
Supports: public investment/productivity capitalizes into land value
The paper's core theoretical and empirical exercise is precisely the mechanism the tax capitalization and outcome: public investment capitalizes into nearby land values pages describe, generalized from local public investment to local productivity and amenities broadly. Albouy's model does separately identify land rents — not merely wages or total compensation — as a distinct object that responds to city-level productivity and amenity differences; this is the paper's central methodological contribution over prior studies that used housing costs as a stand-in for land value (p. 477–478). The explicit finding that a chunk of the value created by higher population/productivity or higher local human capital shows up specifically as increased land value (the "five-ninths... captured in local land values" result, p. 485) is a direct, quantified instance of value creation capitalizing into land rather than purely into wages. This directly supports the outcome page's claim that public-investment-driven (and, by extension, productivity/amenity-driven) value gains are capitalized into land.
One caveat on scope: Albouy's paper is about productivity and amenities generally (climate, coastal access, education levels, population agglomeration), not about discrete public infrastructure projects (transit lines, parks) specifically, which is the more common empirical referent of the "public investment capitalizes into land" outcome page (whose current sources are about transit and rail). Albouy's paper is best read as complementary, higher-level evidence for the same general mechanism — that local advantages of many kinds, including agglomeration effects plausibly tied to public infrastructure and services, capitalize partly into land — rather than as a direct test of a specific public-investment project's effect on nearby parcels.
Not supported, or only very weakly: land rent as a fiscal base
The assigned second wiring, land-rent-could-fund-government, is not supported by this paper and should be dropped. Having read the full text (introduction, model, empirical sections, and conclusion), the paper contains no discussion of land value taxation, public finance policy, or government revenue as a normative or fiscal question. "Federal tax" appears only as an empirical input to the model — an existing distortion that expropriates part of the value of amenities and productivity gains via the federal income tax base (e.g., the "one-tenth" and "the rest in federal tax revenues" figures above) — and the paper's citations to "local fiscal conditions" research (e.g., Gyourko & Tracy 1991, cited in the bibliography) are about how local public finance affects wages and quality-of-life measurement, not about the revenue-raising capacity of a land tax. The paper produces no aggregate or national total-value figure for U.S. land rents or amenity value in the way Gaffney's estimate does for the land-rent-could-fund-government outcome — its Table 1 gives standardized (log-differential) rankings and a national-average row of summary statistics, not a dollar aggregate. There is therefore no aggregate figure in this paper that could honestly be cited as evidence for the scale of a land-tax base. This wiring is dropped rather than weakly kept.
Nuances and Limits
- Correlational, not causal. Albouy explicitly disclaims a causal interpretation of the individual-amenity regressions (p. 484), citing standard concerns about omitted variables, simultaneity, and multicollinearity in cross-sectional hedonic/amenity regressions (citing Gyourko, Saiz & Summers 2008).
- Land rent is inferred, not directly observed. Lacking direct land-rent data for most cities, the model imputes land rents from housing costs under an assumption (unobserved home-productivity differences are zero) that the author states biases the land-rent estimates in a specific direction and to a greater degree than the trade-productivity estimates (p. 478). This is a structural limitation of the entire literature this paper improves on, not unique to Albouy, but it means the land-rent figures are model-derived rather than measured.
- Endogeneity of amenities and population. The paper itself flags that "attributes may be endogenous" (e.g., high quality of life may raise population, which can itself generate agglomeration productivity gains) — a two-way relationship the variance decomposition cannot resolve (p. 483).
- Cross-sectional snapshot, not a study of policy or of infrastructure investment. The paper analyzes a single Census cross-section (2000) and does not evaluate any specific public investment, transit line, or tax reform; it is a measurement paper about the stock of amenity and productivity differences priced into land and wages, not an event study of a change.
- No welfare or policy conclusion is drawn. The paper stops at description and measurement ("a clean and intuitive framework for understanding... variation," p. 486); it explicitly leaves extensions (intracity structure, population heterogeneity, dynamics) to future work and takes no position on tax policy.
Bears On
- Outcome: Public investment capitalizes into nearby land values — Albouy's finding that local productivity and amenity gains are partly and measurably capitalized into land rents specifically (not just wages) is generalizable, complementary evidence for this outcome's mechanism, though the paper studies broad productivity/amenities rather than discrete public-infrastructure projects.
- Concept: Tax Capitalization — the paper's land-rent inference method is a worked empirical application of capitalization theory to city-level productivity and amenities.
- Concept: Henry George Theorem — Albouy's finding that a fraction of population-driven amenity value is captured in land rents (rather than being fully dissipated or fully captured elsewhere) is thematically adjacent to the Henry George Theorem's land-rent/public-goods equivalence, though Albouy does not test or invoke the theorem itself in this paper. In later joint work, however, Albouy does engage the theorem directly: Albouy, Behrens, Robert-Nicoud & Seegert (2019) propose, per the published abstract, "a test for optimal city size with heterogeneous sites extending the Henry George Theorem," finding that with homogeneous sites "the classic 'Henry George Theorem' (Flatters et al., 1974; Vickrey, 1977; Arnott and Stiglitz, 1979) holds and land rents are equal to the value of each city's positive economies," but that "[w]ith heterogeneous sites, this theorem breaks down: at the optimum, land rents exceed those economies in all but the smallest city" — and they sketch "an alternative 'Henry George Theorem', whereby the federal government fully taxes land, and uses it to subsidize agglomeration spillovers."[5]

Albouy & Stuart's population-levels paper does not update the data: it uses "the 5-percent sample of the 2000 United States Census" and the same 276 MSAs under "1999 Office of Management and Budget consolidated definitions" — it extends the model to population density, not the data vintage.[6] Albouy & Ehrlich's housing-productivity paper does bring more recent data: its metropolitan land-value index "is based on market transactions from the CoStar group" (directly measured rather than model-inferred), and its "[h]ousing-price and wage indices for each metro area, j, and year, t, from 2005 to 2010, are based on 1% samples from the American Community Survey (ACS)."[7] The follow-up work therefore complements the 2016 paper's 2000-Census model-inferred land rents with directly measured 2005–2010 land values, rather than re-estimating the 2016 paper's amenity-value decomposition on newer data.
