F.C.C. to Promote a Trading System to Sell Airwaves

Airwaves, also called the "electromagnetic spectrum," are not products of people. They are natural resources.

Currently there is no free market in airwaves; instead, they are assigned by the federal government and their market value is not collected for the public benefit.
