The Principles of a Green Budget
The Green Party of Ontario proposes the following principles for government budgets. If your government followed these principles, what would happen?
Balance the Operating Budget. The Green Party will not make future generations pay for today's consumption. To achieve lasting solutions to current challenges, we're committed to fiscal responsibility -- spending smarter, not spending more.Stop taxing innovation, start taxing pollution: the Green Tax Shift. We will reduce taxes on income and shift taxes towards resources and waste. This tax shift would be revenue neutral across industries and taxpayer groups.
Lean, Green Government. Our responsibility to the citizens of Ontario is to provide the most services for the least money. Government must do a better job of managing for results, rewarding efficiency and innovation, making customer service a priority and tying pay to performance. It must also allow front-line employees to make more decisions.
Accountability. The Ontario government must be accountable to the people of Ontario, and should only undertake major expenditures and policy initiatives that citizens support. We would implement "open government" by making detailed financial statements of government operations available for public scrutiny.
Non-Profit Sector Partnership. The Green Party will reduce the cost of government operations by establishing closer links with the non-profit sector. These links will also improve the delivery of social services by leveraging the power of frugal, experienced and effective organizations to help us achieve our government's goals.
